Uganda Embassy in Berlin Launches Diaspora Strategic Engagement Programme

Berlin, Germany – The Embassy of the Republic of Uganda in Berlin, in collaboration with the Ministry of Foreign Affairs Uganda, has launched a Diaspora Strategic Engagement Programme taking place from 17th to 24th March 2026 across the cities of Berlin, Munich, and Nuremberg. The initiative brings together key government institutions, including the National Social Security Fund Uganda, as part of a coordinated effort to deepen engagement with the Ugandan diaspora.

The programme is anchored in advancing Uganda’s emerging diaspora policy framework by strengthening collaboration between the Embassy and Ugandan nationals abroad, while providing a structured platform for dialogue on issues of strategic interest. It also seeks to capture diaspora perspectives to inform policy formulation and enhance their contribution to national development. In line with government policy on citizen registration, the exercise incorporates National Identity Card enrolment to ensure broader inclusion of Ugandans living abroad in national planning frameworks.

In his remarks, H.E Stephen Mubiru, Head of Mission, underscored the importance of sustained institutional engagement and expressed appreciation to officials from the Ministry and NSSF for delivering timely and relevant services to the diaspora. He encouraged participants to actively engage, noting that informed diaspora participation remains critical to Uganda’s socio-economic transformation agenda.

Similarly, Muhindo Jonny, Head of the Diaspora Department at the Ministry of Foreign Affairs, emphasised the role of the diaspora in transferring knowledge, skills, and best practices acquired abroad. He called for continuous dialogue with the Embassy to ensure that diaspora perspectives are effectively integrated into national policy processes. The National Social Security Fund Uganda is providing targeted sensitization on voluntary savings and investment opportunities, facilitating on-site registration and reactivation of accounts. The programme continues in Munich and Nuremberg, reinforcing Uganda’s commitment to structured, policy-driven diaspora engagement.
