We are pleased to present the 30th Edition of Diplomatic Notes.

This milestone edition comes at a defining moment for Uganda’s foreign policy. As we embark on the gargantuan yet achievable Tenfold Growth Strategy to grow our economy to USD 500 billion by 2040, our diplomacy is being recalibrated to deliver one clear outcome: transformative growth.

We welcome the new Minister of Foreign Affairs, Hon. Adonia Ayebare. In his inaugural briefing to the Diplomatic and Consular Corps, he enunciated a pragmatic modus operandi anchored in economic transformation, commercial diplomacy, and verifiable results. This edition captures how that vision is crystallizing under the ATMS framework – Agro-based Industrialization, Tourism Development, Mineral based Development, and Science, Technology and Innovation – focusing on strategic investment, technology transfer, development financing, and market access.

The candidature of Ambassador Dr. Olara Otunnu for UN Secretary-General, a veritable intellectual colossus and statesman of global acclaim, whose profound vision for a more effective, equitable, and responsive UN affirms Uganda’s enduring commitment to multilateralism.

The new phase of the Uganda-Tanzania Energy Partnership, including the Tanga Regional Energy Hub, a paradigmatic shift from mere infrastructure to an integrated regional energy market. With EACOP on course for completion this year, Uganda is emerging as a credible regional energy hub that will enhance energy security and anchor industrial growth.

Our stewardship of the Non-Aligned Movement (2024-2027), robust advocacy for Security Council reform through the C-10, and active engagement in the EAC, IGAD, and the African Union.
