Kampala, Uganda – H.E Jessica Rose Epel Alupo bid farewell to the outgoing United States Ambassador to Uganda, H.E William Popp, in a meeting that reaffirmed the enduring diplomatic partnership between Uganda and the United States. The farewell engagement took place at the Vice President’s Office in Kampala, where both leaders reflected on the longstanding historical relations between the two countries and acknowledged the progress achieved during Ambassador Popp’s tenure.
Vice President Alupo commended Ambassador Popp for his contribution towards strengthening bilateral cooperation and fostering continued warmth between Kampala and Washington. She congratulated him upon the successful completion of his diplomatic assignment and praised his role in advancing collaboration across strategic sectors including health, security, economic development and regional stability.
A key highlight of the discussions was the successful conclusion of the 2026–2030 Health Cooperation Framework valued at USD 2.3 billion, a milestone that further underscores the strong partnership between Uganda and the United States in advancing public health systems and improving livelihoods. Alupo noted that Uganda’s commitment of over USD 500 million towards domestic health financing demonstrates the country’s growing emphasis on self-reliance and sustainable development.
The Vice President also reaffirmed Uganda’s dedication to regional peace and security, while appreciating the longstanding cooperation between the United States and the Uganda People’s Defence Forces in areas of security and capacity building. She emphasised Uganda’s broader agenda of economic transformation, industrialization and private sector growth as central pillars for strengthening trade and investment ties with international partners. H.E Alupo further observed that Uganda remains a strategic regional partner for the United States in East and Central Africa, while the United States continues to play a significant role as a humanitarian, development and health partner to Uganda.
In his remarks, Ambassador Popp expressed gratitude for the hospitality and support he received throughout his tenure. He noted that serving in Uganda had been both an honour and a privilege, highlighting the strong people-to-people relations and constructive cooperation that continue to define Uganda–United States relations. The meeting reflected the shared commitment of both nations to deepening bilateral engagement and expanding cooperation in diplomacy, trade, security and sustainable development.
