Mutukula One Stop Border Post – The Ministry of East African Community (EAC) Affairs successfully conducted a two-day public awareness campaign on regional integration, which commenced on March 17 at the Mutukula One Stop Border Post. The engagement convened key stakeholders from government institutions, border authorities, and the business community to deliberate on regional opportunities, milestones achieved, and the strategic direction of integration within the East African Community. The campaign was designed to sensitise stakeholders on the fundamental pillars of EAC integration, evaluate the implementation of regional commitments, and identify practical approaches through which Uganda can more effectively harness cross-border trade opportunities. Discussions emphasised the importance of inclusivity, awareness, and active participation of local actors in maximsiing the benefits of integration.
In his opening remarks, the Minister of State for EAC Affairs, James Magode, welcomed participants and underscored the value of sustained dialogue in advancing the regional agenda. He noted that such engagements provide a critical platform for sharing progress, gathering stakeholder feedback, and addressing existing challenges that limit the full realisation of integration benefits.
He further stressed that regional integration remains a cornerstone for expanding market access, strengthening regional security, fostering political cohesion, and deepening cooperation among Partner States. Highlighting achievements under the Customs Union, the Minister pointed to the operationalization of the Single Customs Territory and the establishment of One Stop Border Posts, which have significantly improved efficiency, reducing cargo clearance time by up to 84 percent. These gains have been reinforced by digital innovations such as electronic cargo tracking systems. Additionally, he observed that more than 1,800 standards have been harmonised and over 280 non-tariff barriers resolved, although some persist and continue to affect seamless trade. Under the Common Market, notable progress includes the free movement of persons and labour, the introduction of the East African e-passport, and mutual recognition agreements for professionals across Partner States.
Looking ahead, Minister Magode highlighted ongoing efforts towards the Monetary Union plans for a single currency and harmonised financial systems, as well as the long-term aspiration of a Political Federation. He acknowledged challenges such as persistent non-tariff barriers and slow policy harmonization. The Head of Uganda Revenue Authority at Mutukula OSBP, Rahuka Milton, noted that the adoption of digital systems has significantly improved efficiency, enabling faster and more cost-effective transactions. He reported that the border post has exceeded its revenue target by 134 percent and currently handles over 250 transactions daily, including an average of 210 import trucks and 50 export trucks. Nonetheless, he cited system downtime, smuggling, inadequate road infrastructure, and limited participation of Ugandan transporters as ongoing challenges requiring attention. The Mayor of Mutukula Town Council, David Mujaasi, described the OSBP as a strategic gateway for regional trade, contributing to revenue growth and supporting the rapid expansion of the border community. He, however, raised concerns regarding infrastructure gaps, limited social services, and operational constraints, calling for increased government support, including the elevation of the town to municipality status to match its growing economic significance.
