Entebbe, Uganda – The Administrative and Budgetary Matters Committee (Fifth Committee) of the United Nations General Assembly conducted a two-day field visit to the Entebbe Support Base for the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO) and the United Nations Regional Service Centre Entebbe (RSCE) on 7th and 10th February 2026, respectively.

The visit formed part of the Committee’s oversight role in reviewing administrative and budgetary requirements for United Nations peacekeeping and field operations. It aimed to provide delegates with deeper insight into the scope, complexity, and strategic importance of the RSCE’s work in supporting global UN missions.

The RSCE plays a pivotal role in the UN’s peacekeeping architecture, currently supporting 69 percent of global UN peacekeeping operations. The Centre serves more than 13,000 UN personnel across multiple missions and employs 248 Ugandan nationals, contributing significantly to local employment and skills development. In 2026, the RSCE is projected to serve 32 active client missions, including peacekeeping and Special Political Missions, operating with an annual budget of approximately USD 48 million.

During the visit, delegates were briefed on the Centre’s operational framework, service delivery model, and administrative structures. The engagement provided an opportunity for Committee members to assess resource allocations, administrative systems, and logistical requirements necessary to sustain field missions effectively. The visit also enabled delegates to better understand the operational demands and emerging challenges faced by the RSCE, particularly in light of ongoing UN reforms and the Centre’s expanding workload. The delegation was received by the Director of RSCE, Mr. Paulin Djomo, who highlighted the Centre’s achievements, efficiency gains, and its growing role as a shared service hub for UN operations worldwide.

Speaking on behalf of the Permanent Secretary of the Ministry of Foreign Affairs, Ms. Tabitha Namulinda welcomed the delegates to Uganda and underscored the strategic importance of the RSCE. She acknowledged the Centre’s critical contribution to global peacekeeping and reaffirmed the Government of Uganda’s unwavering support for its continued presence and operations in the country.

Both the Fifth Committee delegates and RSCE leadership expressed appreciation for Uganda’s role as host nation. They commended the strong collaboration between the Government of Uganda particularly the Ministry of Foreign Affairs and the RSCE in facilitating its mandate.

The visit was coordinated by the Ministry of Foreign Affairs in collaboration with Uganda’s Permanent Mission to the United Nations in New York. It is expected that insights gained will inform upcoming deliberations during the Fifth Committee’s Second Resumed Session on Peacekeeping Operations Budgets, including consideration of the RSCE’s future resource requirements.
