Kampala, Uganda – His Excellency Vladlen Semivolos, Ambassador of the Russian Federation to the Republic of Uganda, paid a courtesy call on Hon. Okello Oryem, Minister of State for Foreign Affairs (International Affairs), bid farewell upon the conclusion of his tour of duty. During the meeting, Hon. Oryem commended Ambassador Semivolos for his distinguished service and significant contribution to the strengthening and consolidation of Uganda–Russia relations. He attributed this progress to the Ambassador’s professionalism, diplomatic acumen, and constructive engagement throughout his tenure.
The Minister also reflected on the longstanding historical ties between Uganda and Russia, noting Russia’s support for the liberation struggles in Southern Africa and its role in advocating for the lifting of sanctions previously imposed on Uganda and other countries in the East African region. In his remarks, Ambassador Semivolos expressed appreciation for the warm hospitality extended to him during his time in Uganda, as well as the strong and cordial relations he established with government officials and the broader community.
He highlighted key achievements realised during his tenure, including his role in engaging at multilateral platforms such as the United Nations Security Council, as well as facilitating the signing of several bilateral agreements and Memoranda of Understanding in areas including visa waiver arrangements, health, agriculture, security, and information and communications technology (ICT).
Ambassador Semivolos further noted that his posting to Uganda had been among the most significant of his diplomatic career, attributing this to the strong spirit of cooperation and mutual respect that characterises Uganda–Russia relations.
Hon. Oryem conveyed his best wishes to Ambassador Semivolos in his future endeavors and commended him for his contribution to advancing bilateral cooperation. The meeting concluded with a reaffirmation of the continued commitment by both countries to further strengthen their partnership in areas of mutual interest.
