Kampala, Uganda – A high-level delegation comprising representatives from the Japan International Cooperation Agency (JICA) and CFAO, led by H.E. Mr. Takuya Sasayama, Ambassador of Japan to Uganda, paid a courtesy visit to the Hon. Dr. Monica Musenero Masanza, the Minister of Energy and Mineral Development at her office in Kampala. The meeting reaffirmed the enduring partnership between the Republic of Uganda and Japan and underscored the two countries’ shared commitment to advancing sustainable energy cooperation as a strategic pillar of socio-economic transformation.
The engagement focused on strengthening bilateral collaboration through enhanced technical cooperation, technology transfer, institutional capacity development, and human capital enhancement to support Uganda’s energy transition and long-term development objectives. Discussions emphasized the importance of harnessing innovation, research, and strategic partnerships to accelerate industrialisation, expand energy access, and build a resilient and inclusive energy sector capable of meeting the country’s growing development needs.
Both sides recognized sustainable energy as a critical enabler of economic competitiveness, industrial productivity, investment promotion, and improved livelihoods. They underscored the importance of expanding cooperation in renewable energy technologies, energy efficiency, skills development, and knowledge exchange to support Uganda’s national development agenda while contributing to regional energy security and global climate commitments.
The discussions further highlighted the alignment of Uganda–Japan cooperation with Uganda’s national development priorities, including the Energy Transition Plan, Vision 2040, the Fourth National Development Plan (NDP IV), and the Government’s industrialization agenda. The partnership was recognised as an important mechanism for mobilizing technical expertise, promoting innovation, and supporting sustainable infrastructure development that enhances economic resilience and inclusive growth.
The meeting also reaffirmed the strength of Uganda–Japan bilateral relations, which continue to be anchored in mutual respect, shared values, and a longstanding commitment to development cooperation. Through institutions such as JICA and partnerships with the private sector, Japan remains a valued strategic partner in supporting Uganda’s efforts to promote green growth, technological advancement, climate resilience, and sustainable economic development.
The courtesy call concluded with both parties reaffirming their commitment to deepening bilateral cooperation and translating shared policy priorities into tangible programmes and investments that will strengthen Uganda’s energy ecosystem, advance sustainable industrial development, and further consolidate the longstanding diplomatic and development partnership between the Republic of Uganda and Japan.
