Kampala, Uganda – On 2nd February 2026, the Russian Ambassador to Uganda, H.E. Vladlen Semivolos, was received by the Minister of Defence and Veterans Affairs, Hon. Jacob Oboth-Oboth, in a high-level bilateral meeting aimed at strengthening defence relations between the two countries. The meeting focused on reaffirming the longstanding partnership between the Russian Federation and the Republic of Uganda, with both parties confirming their mutual commitment to further comprehensively advance military and military-technical cooperation. The discussions underscored the importance of sustained collaboration in enhancing Uganda’s defence capabilities and promoting regional and national security.
Hon. Oboth-Oboth welcomed the Russian Ambassador and expressed appreciation for the continued support and cooperation extended by Russia in the defence sector. He emphasised Uganda’s commitment to strengthening strategic partnerships that contribute to peace, stability, and capacity building within the country’s armed forces. Amb. Semivolos, on his part, reaffirmed Russia’s readiness to deepen cooperation with Uganda across various areas of defence and military-technical engagement. He highlighted the importance of mutual respect, shared interests, and long-term collaboration in advancing defence relations between the two nations.
The meeting also reflected the broader framework of Uganda–Russia bilateral relations, which have over the years expanded to include cooperation in defence, education, trade, and technical exchange. Defence cooperation remains a key pillar of this partnership, supporting Uganda’s efforts to modernize its military and enhance operational readiness. Both sides emphasised the need for continued dialogue and coordination to ensure that agreed areas of cooperation are effectively implemented. The engagement aligns with Uganda’s broader defence and security objectives, while also reinforcing Russia’s role as a strategic partner in military and technical support. The discussions concluded with a shared understanding on the importance of strengthening defence ties as part of broader diplomatic relations between Uganda and Russia, reaffirming a commitment to peace, security, and mutual benefit.
