Jinja, Uganda – The Ministry of Public Service, in collaboration with the Civil Service College–Uganda and the National Leadership Institute (NALI), alongside the Ministry of Foreign Affairs, successfully conducted a series of capacity-building training aimed at strengthening both public administration and diplomatic service delivery. The induction training for newly recruited Graduate Officers, held from 22nd February to 7th March 2026 in Kyankwanzi, brought together 455 participants from various Ministries, Departments, and Agencies. It focused on equipping officers with foundational knowledge of government systems, policies, ethics, and procedures, while fostering discipline, patriotism, and teamwork. Delivered through lectures, discussions, and practical sessions, the programme covered key areas including public policy, financial management, governance, communication, and general public administration.

Building on this foundation, the Ministry of Foreign Affairs conducted a diplomatic training programme for Grade Four officers and new entrants from 15th to 28th March 2026 at the Civil Service College in Jinja. Facilitated by experienced diplomats, the training bridged theory and practice, with a focus on Uganda’s foreign policy, international relations, negotiation, public diplomacy, and economic diplomacy. Participants also developed technical competencies in diplomatic communication and engaged in simulation exercises that strengthened practical skills such as negotiation, teamwork, and consensus-building.

In his remarks, Rtd. Amb. Paul Mukumbya commended the facilitators for their dedication and urged trainees to fully utilise the knowledge gained. “You have had the opportunity to learn from experienced practitioners the living testimonies of diplomacy. Take what you have learned into practice and continue to seek knowledge,” he noted. He further observed that previous generations of diplomats did not benefit from such structured training, adding, “Many before you learned on the job. You are fortunate to join at a time when a clear curriculum exists to guide and shape your professional journey.”

Asst. Commissioner Human Resource at the Ministry of Foreign Affairs, Mr. Phillip Mbatya, highlighted the strategic intent of the programme. “This is not merely an induction; it is a professional foundation. You come from diverse academic and professional backgrounds, and this curriculum is designed to harmonise and prepare you for effective service,” he stated. He added that the Ministry has adopted a tiered training structure from Grade VI to Grade I, emphasizing continuous development: “We are building a system where learning is progressive, practical, and aligned with the Ministry’s mandate.” He also pointed to upcoming initiatives, including country exposure programmes and inter-agency placements, noting, “We intend to give you a deeper understanding of Uganda before deployment, especially as we implement Economic and Commercial Diplomacy.”

On behalf of the participants, Yiga Francis Roy expressed appreciation for the programme, stating, “We are grateful to the Ministry leadership, our facilitators, and the Civil Service College for the knowledge and guidance provided. This training has been both enriching and transformative.”

Closing the one-month training on behalf of the Permanent Secretary, Amb. John Leonard Mugerwa commended both the trainees and facilitators. “This one-month engagement, from Kyankwanzi to Jinja, has provided you with a strong foundation on Uganda’s diplomatic journey and where we aspire to go,” he remarked. He encouraged continuous learning, adding, “This is only the beginning. In the Foreign Service, professional growth is continuous, keep studying, remain disciplined, and uphold excellence in service.” The Ministry reaffirmed that the structured curriculum will remain central to building a professional, coherent, and results-oriented Foreign Service, capable of effectively advancing and protecting Uganda’s interests on the global stage. 

Overall, the two trainings were timely and complementary, collectively enhancing the knowledge, skills, and professional orientation of participants across the public and diplomatic service. They strengthened understanding of government operations and international engagement, while reinforcing the importance of accountability, professionalism, and strategic thinking. The programmes underscore Government’s commitment to continuous capacity building, with recommendations for sustained training, improved facilities, and expanded practical learning opportunities to further support effective service delivery and the advancement of Uganda’s national interests.
