There are lives that pass quietly, and there are those that leave a lasting echo, Amb. Santa Mary Laker Kinyera’s life belonged to the latter, shaped by duty, intellect, faith, and a deep commitment to service. She passed away on 3rd March 2026, leaving behind not just a distinguished diplomatic record, but a legacy of humanity that resonated far beyond official titles. When she was laid to rest on 14th March 2026 in Lacor, Akurukwe, Amuru District, the land that received her was the same that had once nurtured her beginnings.
Born on 12th April 1968 in Jinja District to Captain Agustino Ongom and Rose Ongom, Santa Mary was the eldest of seven children. Raised by her mother and Mr. John Orach of Patiko Pugwenyi, she grew into responsibility early. Those who knew her as a child recall a thoughtful, observant girl whose quiet composure hinted at the diplomat she would become. Her education shaped her path, from Wanyange Girls to King’s College Buddo, she demonstrated discipline and curiosity. At Makerere University, she pursued a Bachelor of Social Sciences, later advancing her studies at Aalborg University in Denmark, where she earned a Master’s in Development and International Relations. She also obtained a Postgraduate Diploma in Public Administration and Management from Uganda Management Institute each step preparing her for service, not status.
In 1994, she joined the Ministry of Foreign Affairs, beginning over three decades of distinguished service. She built a reputation for clarity of thought and emotional intelligence, contributing to Uganda’s regional and international engagement, including work linked to the East African Community and peace initiatives in the Horn of Africa through IGAD and the African Union. Her diplomatic journey spanned continents. In Copenhagen and Ankara, she strengthened Uganda’s bilateral ties, notably playing a central role in establishing Uganda’s embassy in Turkey as the first Chargé d’Affaires. In Washington, D.C., she served as Deputy Head of Mission, engaging policymakers and diaspora communities, while in New York she operated within the multilateral environment of the United Nations.
Colleagues often spoke of her ability to listen, being her most powerful diplomatic tool. In complex negotiations, she brought calm, balance, and an unwavering respect for human dignity. She also served at the Ministry headquarters and State House, contributing to Uganda’s foreign policy direction. At the time of her passing, she was Uganda’s Deputy High Commissioner to Rwanda, strengthening regional ties. Beyond her career, she was deeply devoted to family. On 4th August 2001, she married George Kinyera-Apuke. Together they raised four children: Sharon, Oscar, Cynthia, and Augustin, who remained central to her life despite the demands of diplomacy. Many young diplomats remember her guidance – quiet, patient, and deeply impactful. Her faith anchored her life, shaping her belief that diplomacy was a moral responsibility grounded in integrity.
On the day of her burial, grief and reverence filled the air. In northern Uganda, burial is a return and a reconnection to the land. As the soil gently covered her resting place, a stillness settled. Titles faded, and what remained was the woman: warm, principled, and deeply human. Her life does not end beneath that soil. It continues in the bridges she built, the lives she shaped, and the values she embodied. Now, in the quiet earth of Amuru, Ambassador Santa Mary Laker Kinyera rests and returns home at last.
