Kampala, Uganda – On 28th January 2026, the Uganda Communications Commission (UCC) hosted the 5th Heads of Government Agencies Meeting, bringing together senior leadership from Ministries, Departments and Agencies (MDAs) to strengthen inter-agency collaboration and improve public service delivery. Held at the UCC headquarters in Bugolobi, the quarterly forum is coordinated by the Office of the Prime Minister and serves as a strategic platform for aligning government priorities, enhancing coordination, and streamlining service delivery across MDAs. The meeting also reinforces the Office of the Prime Minister’s oversight role in driving efficient and accountable service delivery.

The session was chaired by UCC Executive Director Nyombi Thembo and attended by chief executive officers and accounting officers from various government entities. Among the key participants was Dr. Aminah Zawedde, Permanent Secretary at the Ministry of ICT and National Guidance. Addressing the meeting, Thembo underscored the critical role of the communications sector as a catalyst for national development, noting its contribution to the Fourth National Development Plan (NDP IV) and Uganda Vision 2040. He highlighted that digital infrastructure underpins key sectors such as trade, education, health, and agriculture, making collaboration essential for sustainable development.

Thembo called for deeper cooperation among government agencies to ensure that digital solutions are fully integrated into national planning and budgeting processes, emphasising the need for a coordinated approach to digital transformation. The Uganda Communications Commission operates within the government’s ICT cluster, alongside agencies such as the National Information Technology Authority–Uganda (NITA-U), Posta Uganda, and the Uganda Broadcasting Corporation (UBC), all of which play a vital role in advancing Uganda’s digital agenda.
