New York, USA – Uganda delivered a Statement to the UN Security Council on Jan 05, 2026, speaking on behalf of the Non-Aligned Movement (NAM). Ms. Celia Nabeta, Minister-Counsellor, underscored the Movement’s unwavering commitment to the principles of multilateralism, sovereignty, and the peaceful settlement of disputes. Uganda’s statement was delivered in the capacity of Chair of the Non-Aligned Movement, which brings together 121 Member States from across the developing world.
Ms. Nabeta noted that NAM remains deeply concerned by developments that pose serious risks to international peace and security. She emphasised that the Movement was founded on respect for the sovereignty, territorial integrity, and political independence of states, principles that continue to guide its collective positions in an increasingly polarised global environment.
In her remarks, she conveyed the Movement’s position that the use of force in international relations, particularly when undertaken outside established multilateral frameworks, undermines the purposes and principles of the Charter of the United Nations. She stated that such actions not only heighten regional and global tensions but also weaken confidence in the international legal order that has long served as a stabilizing foundation for relations among states. Ms. Nabeta further reported that the Non-Aligned Movement had called for the immediate de-escalation of hostilities and stressed that dialogue and diplomacy remain the only sustainable means of resolving disputes between nations. She reiterated that military approaches cannot provide durable solutions to political disagreements and often result in severe humanitarian consequences for civilian populations.
Addressing broader legal and institutional concerns, she highlighted the Movement’s strong emphasis on the respect for immunities accorded to Heads of State and Government under international law. She explained that these immunities are essential to preserving sovereign equality and ensuring predictable and orderly diplomatic engagement. Any selective or inconsistent application of these norms, she cautioned, risks eroding multilateralism and destabilising international relations. Ms. Nabeta also conveyed the Non-Aligned Movement’s solidarity with affected populations, stressing that the protection of civilian life must remain a central consideration in all international actions. She noted that adherence to international humanitarian law is not optional but a shared responsibility of all members of the international community.
In concluding her statement, Ms. Nabeta reported that Uganda, in its role as Chair of the Non-Aligned Movement, had urged the United Nations and its organs particularly the Security Council to act with restraint, impartiality, and fidelity to international law. She affirmed that the Movement stands ready to engage constructively in efforts aimed at reducing tensions, restoring trust, and reinforcing the central role of the United Nations in maintaining international peace and security.
