The Third Deputy Prime Minister and Minister without Portfolio of the Republic of Uganda, Rt. Hon. Rukia Nakadama Isanga, successfully concluded an official visit to the Republic of Korea, where she represented the Government of Uganda at the 2026 International Youth Fellowship (IYF) World Camp and the 14th World Ministers Forum. The visit reinforced Uganda’s commitment to advancing international cooperation in youth empowerment, education, investment promotion, and sustainable development.
Addressing young participants from the Republic of Korea and across the world during the opening ceremony of the IYF World Camp, Rt. Hon. Nakadama underscored the central role of character formation, ethical leadership, and values-based education in shaping responsible citizens and fostering sustainable national development. She also expressed Uganda’s commitment to expanding educational cooperation with the Republic of Korea, particularly in initiatives that prepare young people to become transformative leaders.
At the 14th World Ministers Forum, convened under the theme “Social Problems and Solutions through Mind Education,” the Deputy Prime Minister delivered Uganda’s keynote address, presenting the Government’s strategic vision for youth development and inclusive national transformation. She highlighted the importance of character education and Mind Education as practical tools for addressing contemporary social challenges, while exchanging policy experiences and best practices with ministers and senior government officials from around the world.
The Deputy Prime Minister further participated as a keynote speaker at the Business Leaders Forum, where she showcased Uganda’s vast investment potential across priority sectors including agriculture, mining, energy, manufacturing, tourism, information and communications technology, and value addition. She reaffirmed Uganda’s position as a competitive investment destination and strategic gateway to the East African Community and the wider African market, supported by a stable macroeconomic environment, progressive investment policies, and expanding regional market access.
On the margins of the Forum, Rt. Hon. Nakadama held a series of investment promotion engagements with business executives and prospective investors from the Republic of Korea and the People’s Republic of China. The discussions highlighted Uganda’s investor-friendly policy framework, available incentives, and opportunities for mutually beneficial long-term partnerships, further advancing the country’s economic diplomacy agenda and efforts to attract quality foreign direct investment.
Education cooperation featured prominently during the visit. The Deputy Prime Minister visited Gimcheon University, where Mind Education is integrated as a compulsory component of the academic curriculum. Discussions explored opportunities to expand scholarships, higher education, and technical training for Ugandan students, laying the groundwork for strengthened institutional collaboration between Uganda and the Republic of Korea.
She also toured Lincoln International Middle and High School, where Mind Education forms an integral part of student learning and leadership development. The visit provided valuable insights into innovative educational approaches that combine academic excellence with character development, discipline, and leadership areas that continue to resonate with Uganda’s broader education and human capital development priorities.
The official visit represents another important milestone in the growing partnership between Uganda and the Republic of Korea. By strengthening collaboration in youth development, education, investment, and people-to-people exchanges, the engagements reaffirm Uganda’s commitment to leveraging international partnerships in support of national development and the aspirations of future generations.
The visit further reflects Uganda’s proactive foreign policy, which continues to advance strategic cooperation, human capital development, and economic transformation through meaningful global engagement.
