Kampala, Uganda – On 17th December 2025, the Ministry of Foreign Affairs convened its End-of-Year Capacity Building Retreat and Close-Out Engagement at Mestil Hotel, Kampala. The retreat brought together staff from across departments to reflect on the year’s achievements, strengthen professional practice, and align around shared priorities for the period ahead as the year draws to a close.
The capacity-building session was anchored by a comprehensive refresher course on etiquette and protocol delivered by Ms. Sarah Nakamya Lwanga, Deputy Chief of Protocol. In her address, she introduced participants to the fundamental concept of protocol and its various forms, including diplomatic, government, palace, and court protocol. She elaborated on the benefits and core elements of protocol, emphasizing its critical role in advancing Uganda’s diplomatic engagements. The session further explored etiquette in both professional and social contexts, with particular focus on official communication, underscoring the importance of conduct, decorum, and clarity in representing the nation.
Highlighting the Ministry’s performance over the year, Mr. Kyaterekera Steven, Under Secretary at the Ministry of Foreign Affairs, presented key milestones achieved in 2025. These included the successful hosting of the 19th Non-Aligned Movement (NAM) Ministerial Meeting and the Ambassadors Conference, the implementation of activities by Uganda’s foreign missions, and the development of the Integrated Foreign Affairs System. He applauded retired ambassadors and officers for their invaluable contributions and commended the Permanent Secretary for effectively coordinating these achievements. He also recognized teams for successfully coordinating national and international engagements, such as the Rwenzori Marathon 2025 and the Rotary Cancer Run 2025, as well as for coordinating Memoranda of Understanding, summits, and other global events.In his remarks, Mr. Bagiire Vincent Waiswa, Permanent Secretary of the Ministry of Foreign Affairs, commended the organizing team for a well-executed retreat. He took a moment to honour the legacy of past leaders and colleagues whose dedication and professionalism laid strong foundations for the Ministry’s work. He noted that their service remains part of the Ministry’s collective memory and continues to inspire current and future generations of public servants. Looking ahead, he reaffirmed the Ministry’s commitment to strengthening institutional capacity, enhancing customer-centred service delivery, and upholding the highest standards of professionalism in advancing Uganda’s national interests.
As part of the close-out engagement, outstanding individuals and teams were recognised through the 2025 MOFA Staff Recognition Awards for excellence in service, innovation, integrity, teamwork, and adherence to diplomatic standards.
