Kampala, Uganda – On 30 January 2026, the Minister of State for Foreign Affairs in charge of International Affairs, Hon. Henry Okello Oryem, held a bilateral meeting with H.E. Ibraheem Sultan, Ambassador of the State of Libya to Uganda, at the Ministry of Foreign Affairs Headquarters in Kampala. During the meeting, Amb. Sultan conveyed warm congratulations to H.E. President Yoweri Kaguta Museveni following his re-election, noting that the outcome reflected Uganda’s continued national choice of stability, peace, and continuity in leadership. He commended Uganda’s role as a pillar of regional security and constructive diplomacy on the African continent.
Hon. Okello Oryem expressed appreciation for the congratulatory message and briefed the Ambassador on Uganda’s post-election transition, noting that the new Government term will officially commence in May following the swearing-in of newly elected leaders. He reaffirmed Uganda’s commitment to sustaining peaceful democratic processes and constructive international engagement.
The meeting reaffirmed the strong bilateral relations between Uganda and Libya, with both sides underscoring the importance of cooperation in advancing peace, stability, and African solidarity. Ambassador Sultan briefed the Minister on Libya’s ongoing national reconciliation and political dialogue process, emphasizing efforts aimed at restoring unity and stability in the country. He requested Uganda’s support for the process, including consideration of designating a Special Envoy to engage with Libyan stakeholders in support of national dialogue initiatives.
Hon. Oryem welcomed the update and acknowledged Uganda’s longstanding support for African-led solutions to peace and security challenges. He noted that the request would be conveyed to the relevant authorities for consideration, in line with Uganda’s diplomatic engagements on the continent. Discussions also covered Libya’s candidature for membership of the African Union Peace and Security Council (2025–2028). Uganda expressed support for Libya’s bid and reiterated its belief in inclusive regional representation within continental peace and security mechanisms.
The two sides further discussed the proposed reopening of Uganda’s Embassy in Tripoli, a move viewed as an important step toward strengthening diplomatic presence and cooperation. Both parties agreed on the importance of sustained dialogue and engagement to further consolidate Uganda–Libya relations and advance shared regional and continental objectives.
