Entebbe, Uganda – President Yoweri Kaguta Museveni hosted the UN Under-Secretary-General for Operational Support, Mr. Atul Khare, at State House Entebbe. The two discussed areas of mutual interest, including the evolving and expanding mandate of the UN Regional Service Centre Entebbe (RSCE).
The President commended the partnership between Uganda and the United Nations and reaffirmed Uganda’s commitment to continued collaboration in advancing peace, stability, and sustainable development. He also assured Mr. Khare of the government of Uganda’s commitment to support the expansion of the RSCE to meet its mandate.
USG Khare thanked the President for the support received from the government of Uganda to the RSCE, noting its remarkable transformation from an entity once considered for closure to one now delivering services on a global scale. He said the RSCE is committed to embracing innovation and advancing the use of new technologies, which are essential for achieving higher-quality results and meeting the growing expectations placed on the Centre.
The Regional Service Centre in Entebbe (RSCE) traces its origins to 2010, when it was established under General Assembly resolution 64/269 as part of the Global Field Support Strategy (GFSS). The GFSS was designed to transform how services are delivered to field missions by fundamentally shifting the division of labour and relocating functions closer to where they are needed. The goal was to improve responsiveness and better address the operational needs of UN missions on the ground.
Today, the RSCE delivers a comprehensive range of administrative, logistics, and information and communications technology services to 16 client missions across Africa, which together account for 46% of all United Nations Secretariat staff worldwide. The Centre’s mandate was expanded in July 2024 under resolution A/RES/78/294, allowing it to provide selected administrative and operational services beyond peacekeeping operations and the African region to a broader set of UN entities.
