MONTREAL, CANADA
Uganda has been elected to the Council of the International Civil Aviation Organization (ICAO) under Part III for the 2025–2028 term. The election took place during the 42nd Session of the ICAO Assembly in Montreal, Canada, from September 23 to October 3, 2025. Uganda received 155 votes out of 185 Member States, reflecting the country’s growing influence and trust within the international aviation community.
The 36-member ICAO Council is the organization’s highest decision-making body, responsible for setting global aviation standards and policies. Uganda’s election under Part III, reserved for states ensuring geographic representation, places it alongside nations such as Angola, Malaysia, Morocco, the Republic of Korea, the United Arab Emirates and Uruguay.
Speaking from Montreal, Hon. Katumba Wamala praised the confidence shown in Uganda’s aviation reforms, calling the election “an international vote of confidence in Uganda’s commitment to aviation safety, infrastructure development and regulatory compliance.” He acknowledged the leadership of H.E. President Yoweri Kaguta Museveni and the support of the Government and people of Uganda.
This achievement strengthens Uganda’s role in shaping international aviation policies and reinforces its commitment to improving air connectivity and safety across Africa. It aligns with Uganda’s Vision 2040 and National Development Plan III, both prioritizing infrastructure modernization, regional integration and global partnerships.
Uganda will be represented on the ICAO Council by Mr. Kabbs Twijuke, the CAA Representative to ICAO since 2018. His reappointment ensures continuity and technical expertise in Uganda’s engagement with global aviation governance.
The Ugandan delegation to the Assembly was led by Hon. Gen. (Rtd.) Katumba Wamala, Minister of Works and Transport, and included Amb. Allan Kajik, Acting High Commissioner of the Uganda High Commission in Ottawa, Mr. Fred Bamwesigye, Director General of the Uganda Civil Aviation Authority (UCAA), and senior officials from the Ministry of Works and Transport and the UCAA.
